Jalgaon Heat Action Plan

he Jalgaon Heat Action Plan is an outcome of a two-year partnership formalized in April 2025 between the University of Toronto India Foundation (UTIF) and Mahila Housing Trust (MHT), in collaboration with the Jalgaon City Municipal Corporation (JCMC), to strengthen the city’s preparedness and resilience to extreme heat. The initiative combines ward-level heat vulnerability mapping, locally calibrated heat thresholds, an early warning and response framework, and targeted resilience measures in high-risk communities. The plan also translates evidence into action through pilots such as cool roofing and urban afforestation, alongside community engagement and interdepartmental coordination. Designed to benefit nearly 600,000 residents, the project advances community-led and data-informed approaches to urban climate resilience while creating a model that can inform similar interventions in other Indian cities.
