The rapid growth of urban areas in India to 600 million by 2036 will significantly affect the nation’s long-term development and global efforts to create urban sustainability research in India. Research that informs the hundreds of billions of dollars required for this development will have an enormous impact on future urbanisation. A comprehensive understanding of current research trends and emerging research priorities is, therefore, critical to enabling researchers, policymakers, and institutions to provide coherent input and active participation in India’s transformation through urbanisation.
Sustainable cities reduce emissions while adapting to climate change, extreme heat, rainfall and flood events. Cities will become more resilient to these intensifying conditions, with research focused on how best to adapt cities as well as reduce greenhouse gases. The University of Toronto India Foundation developed a Heat Plan in conjunction with the Mahila Housing Trust in the city of Jalgaon and is working in collaboration with them and others to study how cities can translate climate science into practical Municipal Climate Strategies.
There have been several Heat Vulnerability Mapping Studies that use different data sets (building materials, green cover, population demographics, access to cooling resources, etc.) to help identify neighbourhoods that are more vulnerable to heat events. This more detailed approach provides for targeted interventions, increased development of cool roofs, increased development of urban forests, increased development of cooling centres and maximises the impact on limited municipal budgets. As extreme heat becomes more frequent and intense, this type of research will shift from an academic exercise to a necessity for saving lives.
Research on how to make cities more flood resilient through innovative use of nature-based solutions (such as wetland restoration, permeable surfaces and green infrastructure) to manage stormwater and provide multiple benefits is particularly critical in the context of urban India because traditional municipal engineering solutions in many cases are no longer viable options or feasible resources to solve problems within the existing urban fabric.
The explosion of urban data, from IoT sensors to satellite imagery to mobile phone patterns, creates unprecedented opportunities for evidence-based planning. Research examines how municipalities can harness data for real-time service delivery monitoring, predictive maintenance, and responsive resource allocation.
The Urban Data Centre partnership between the University of Toronto’s School of Cities and Tata Consultancy Services, supported by UofT India, exemplifies capacity-building research enabling cities to become “smarter” through data analytics. Yet urban sustainability research in India increasingly recognises that smart cities risk perpetuating inequities if technological deployment proceeds without attention to access, privacy, and power dynamics.
Critical research examines whose data gets collected, who controls analysis and interpretation, and who benefits from data-driven decision-making. This equity-focused data research ensures technological advancement serves inclusive development rather than merely optimising systems for already-privileged populations.
Researching the development of circular urban systems examines ways to create a circular economy within our cities through optimising resources and minimising waste. Examples of this type of research include studies on the recycling of construction waste, composting of organic wastes, reusing and treating wastewater, and closed-loop material flows.
The UofT India Foundation’s Techtonic Challenge supports the creation and commercialisation of ideas developed by startups to foster innovative solutions for such circular economy systems, ranging from construction materials manufactured from waste to decentralised wastewater systems that enable recycled water use. The accompanying research investigates the technical feasibility, economic viability, compliance with regulations, as well as the acceptance of users, to create the evidence base to allow for scaling beyond pilot projects.
The research associated with material flow analysis tracks how resources flow into, through and out of urban systems, helping to identify opportunities for improved efficiency and to continue developing circular systems. In this way, this research is critical to providing cities with information that will allow them to reduce their environmental footprint and address resource constraint issues.
Sustainable urban development in India increasingly emphasises equity alongside environmental sustainability. Research investigates disparities in access to water, sanitation, transportation, housing, and public spaces, and interventions to reduce these gaps.
The UofT India Foundation’s research on Odisha’s transition from intermittent to continuous water supply examines not just technical and governance factors enabling change but equity outcomes, whether continuous supply reaches all neighbourhoods or primarily benefits affluent areas with better infrastructure.
Transportation equity research investigates how mobility systems serve different populations. Studies examine barriers facing women, differently-abled individuals, lower-income workers, and other groups navigating urban spaces. This research informs inclusive transportation planning, ensuring investments serve all residents rather than primarily private vehicle users.
With millions of Indians residing in informal settlements, research examines upgrading approaches, balancing regularisation with preservation of community networks and affordable housing. Studies investigate land tenure security, in-situ improvement strategies, and participatory planning approaches, ensuring residents shape interventions affecting them.
The University of Toronto India Foundation Programs support research documenting community-led initiatives and cooperative models, like waste-picker collectives, that demonstrate alternative development pathways grounded in resident agency rather than top-down displacement.
Urban sustainability research in India must prioritise an integrated, nexus-based system. Water, energy, transport, housing and waste connect very closely – but there tends to be a siloed approach to research performed on each. An integrated nexus-based approach of water-energy, housing-transportation, or waste-materials is critical to achieving holistic sustainability.
The University of Toronto’s foundational support of interdisciplinary research teams epitomises this approach. The combination of engineering with sociology, an examination of environmental factors with an investigation of governance, and the pairing of technical solutions with community engagement provides a more well-rounded understanding than each would produce independently.
Many studies on interventions focus only on a short period of time and therefore fail to evaluate the ongoing effects of these programs. Future efforts should focus on carrying out longitudinal studies that track the impact of programs over a period of years or decades, such as whether green infrastructure continues to function effectively, if behaviour change is sustained or if achieving equity improvements is possible over time.
Research Catalyst Grants provided by the University of Toronto India Foundation have continued to evolve in addressing implementation-based research. They are starting to focus less on the identification of effective programs through research methods using ideal conditions and begin looking instead at whether they can provide similar levels of success using reasonable resources, competing priorities and changing situations that occur in a typical setting.
Research disproportionately focuses on major metros, Delhi, Mumbai, Bangalore, while smaller cities and towns receive limited attention despite hosting substantial urban populations. Future research must address sustainability challenges in Tier-2 and Tier-3 cities lacking resources and capacities of larger metros.
These smaller urban centers often lack data infrastructure, technical expertise, and financial resources that larger cities possess. Research must develop approaches appropriate for these constrained contexts rather than merely scaling down metro-focused interventions.
As climate impacts intensify, migration from vulnerable rural areas to cities will accelerate. Research examining how cities can absorb climate migrants while ensuring dignity, opportunity, and service access proves increasingly urgent. Studies must investigate housing, employment, social integration, and service delivery for growing populations.
Although many people become fascinated with advancements in technology, little work has been done to investigate what technologies work well in Indian contexts, and what influences technology adoption. Research that examines affordability limits, maintenance requirements, user preferences and cultural acceptability will help ensure that innovations actually get deployed as opposed to perpetually remaining as pilots.
By working with municipal corporations to help facilitate the deployment of startup pilots, the UofT India initiative provides valuable research into technology adoption, helping to identify barriers and enabling factors for technology adoption within government environments.
Research into the future of sustainable urban development in India should increasingly incorporate traditional practices and Indigenous ways of knowing. For example, examining historical water harvesting systems, vernacular architecture that can adapt to the climate and community resource management methods should all provide valuable insights into the opportunities that purely technocratic methods miss.
Research to document and adapt these traditional methods into the contemporary context will lead to the creation of culturally appropriate and climate-adapted solutions that communities will accept more readily than conventional innovations developed elsewhere.
While technological innovation attracts attention, research examining what technologies prove appropriate for Indian contexts and what factors influence adoption remains underdeveloped. Studies investigating affordability thresholds, maintenance requirements, user preferences, and cultural acceptability help ensure innovations actually deploy rather than remaining perpetual pilots.
The UofT India approach of facilitating startup pilot deployments with municipal corporations generates valuable adoption research, identifying barriers and enabling factors for technology uptake in government contexts.
To advance these focused research initiatives, we must enhance India’s urban sustainability research ecosystem. Building researcher skills through training activities such as workshops on data visualisation and using mixed-methods research; organisations like the University of Toronto India Foundation have made training and supporting researchers a priority by providing expertise on these important areas and assisting in building the capacity of both individuals and institutions in the provision of education, training and resources.
Urban sustainability research will be established in India through continued funding, the establishment of improved infrastructure for urban sustainability data, the establishment of collaborative relationships between research and practitioners, and by creating opportunities for sharing knowledge about urban sustainability. The quality, relevance, and impact of research done in this area will help establish whether researchers and research institutions in India will successfully generate the evidence required to make informed decisions about the planned urban development during the current period of infrastructure development.
As India develops its cities, which impacts the lives of hundreds of millions of people, it is crucial to ensure that all new important urban infrastructure is developed in a sustainable, just and resilient manner. The research initiatives will provide a roadmap for researchers and research institutions that are committed to making an impactful contribution to India’s urban transformation through their high-quality, relevant and impactful work.
