The management of waste in India is one of the most visible and urgent urban difficulties, with cities currently generating over 150,000 tonnes of municipal solid waste each day, a quantity anticipated to surpass 300,000 tonnes by 2047. The insufficiency of the current system is clear from overflowing bins, burning waste openly, informal dumping and landfills that are unable to keep up with demand, thereby posing risks to public health, harming the environment and negatively impacting the quality of life for millions of people. However, there is an enormous opportunity for innovation, for moving to a circular economy and for creating community-based solutions out of the crisis.
The UofT India Foundation addresses waste management in India through a comprehensive approach to supporting technological innovations that turn waste into resources, documenting community-based models that provide alternative pathways, assisting in research into systemic barriers and solutions, and building capacity for municipalities and other organisations working to implement sustainable practices.
The Tectonic Challenge of this Foundation supports entrepreneurship finding solutions for waste management in India based on circular economy principles. The programme’s cohort has many startups using technology to change waste streams into valuable products (repurposing waste as a resource rather than treating them only as waste).
Angirus manufactures eco-friendly Wricks made from plastic and construction waste. Wricks are 30% stronger than traditional bricks, absorb 80% less water, and provide increased thermal insulation. Angirus diverts waste from landfills and creates building products that are superior to current options by using a circular economy model where waste from one industry is used as a resource in another.
They have installed this technology on a large scale in convention centres, residential buildings, and large warehouses to show its commercial viability.
RecycleX has developed Eco-Concrete, which is an innovative cement-free product made from industrial by-products that addresses both construction-related waste and the high levels of carbon emissions created in the cement manufacturing process. The materials used to create Eco-Concrete can cut emissions by up to 80% compared to standard concrete, while also utilizing waste materials which would otherwise need to be disposed of. Eco-Concrete has been used to build roads with the Bengaluru Cantonment and Bharuch Municipality as projects to show that waste-derived materials can meet the performance requirements of their intended application.
Carbon Craft Design produces wall cladding and tile products that are carbon negative by using captured carbon and combining it with building waste. Their products provide aesthetic and functional benefits and help sequester carbon and divert waste. Commercial, residential and institutional installations are examples of how the market is receptive to sustainable materials when performance and design generally meet acceptable standards.
Strawcture Eco manufactures AgriBioPanels from 96% agricultural straw waste as drywall panels. These carbon negative panels provide an alternative to traditional building products and also prevent agricultural residue from being burned, which is a significant contributor to regional air pollution. In converting agricultural waste to building materials, Strawcture demonstrates a cross-sectoral circular economy opportunity.
The University of Toronto Foundation for India (the Foundation) invests in research that illustrates how community-centered waste management services will produce positive results for the communities in India. One of the most notable examples of innovative waste management services is the SWaCH Cooperative (Solid Waste Collection and Handlers) in Pune. SWaCH is the first and only cooperative of its kind in India to be fully owned and operated by waste pickers.
The SWaCH waste pickers provide a wide variety of waste management services such as collection, segregation and recycling to their customers while receiving fair wages, social security and formal recognition for the essential services they provide to the environment. In addition to providing traditional waste management services, the Foundation funds research through the International Multidisciplinary Urban Capstone Program that creates ethnographic documentation and creates resources that are used by SWaCH for their advocacy work, fundraising efforts and sharing knowledge with other cities that are working to create similar cooperative systems to manage solid waste within their communities.
The research illustrates that in order for communities in India to have sustainable waste management, there must be an emphasis on social innovation not just technological innovation. For example, formal recognition of the role that workers in the informal sector play in the solid waste management systems, providing them with decent working conditions, formalizing their roles and working in collaboration with existing community practices are necessary components of sustainable waste management as opposed to implementing capital-intensive systems to replace existing community practices that may not prove sustainable.
The Foundation supports investigations into the systemic factors that facilitate or prohibit effective waste management within India. These studies investigate the policy frameworks, municipal capacity, behavioral dimensions that impact the source separation of waste as well as the economic model for financing waste management and the governance structure that supports an integrated waste management system.
The research conducted recognizes that technological solutions are only successful within systems that support them. By understanding what allows municipalities to transition from open dumping to sanitary landfills, what factors influence public participation in source separation of waste, and how to integrate informal and formal waste systems will be critical to scaling the solutions.
Also studied are the unintended consequences associated with interventions made in waste management. It is important for a solution to a challenge in the waste management system not to create additional challenges. For example, while waste-to-energy projects may be beneficial by reducing the amount of waste disposed of in landfills, careful project design is key to preventing a negative impact on recycling. Comprehensive research will assist policymakers and practitioners in identifying and evaluating these tradeoffs.
The foundation conducts capacity-building workshops strengthening organizational and municipal capabilities to implement sustainable waste management in India practices. Training on data visualization helps municipalities understand waste generation patterns, collection efficiency, and service gaps, enabling evidence-based planning and resource allocation.
Workshops on urban planning methodologies address how waste management integrates with broader urban systems, land use planning affecting collection logistics, building codes mandating waste segregation infrastructure, and urban design facilitating recycling. This systems perspective proves essential as waste management cannot be optimized in isolation from other urban functions.
Through Techtonic Challenge partnerships with Urban Local Bodies in Kerala and Maharashtra, the foundation facilitates pilot deployments enabling waste management innovations to demonstrate real-world viability. When municipalities test novel approaches in actual service delivery contexts, they generate evidence about technical performance, operational requirements, cost implications, and user acceptance.
These pilots serve multiple purposes: proving concepts to skeptical decision-makers, identifying implementation challenges requiring resolution before scaling, building municipal staff capacity to manage new technologies, and creating demonstration effects influencing other municipalities considering similar innovations.
Effective waste management in India requires integrating technological innovation, policy reform, community engagement, and institutional capacity building. The UofT India Foundation’s approach addresses these dimensions simultaneously, supporting technologies transforming waste to resources, documenting community-based models, facilitating research examining systemic factors, and building implementation capacities.
This integration recognizes that no single intervention solves waste management challenges. Technological solutions require supportive policies, community cooperation, and capable institutions for successful deployment. Community-based models need technological tools enhancing efficiency. Research generates limited value without pathways translating findings into practice.
As India’s waste generation accelerates with urbanization and rising consumption, the urgency of transitioning to sustainable waste management in India systems intensifies. The choices made now, whether to pursue capital-intensive centralized systems or distributed community-based approaches, whether to emphasize disposal or circular economy thinking, whether to marginalize or integrate informal sector workers, will shape environmental outcomes and social equity for generations.
The UofT India Foundation’s multifaceted engagement demonstrates that addressing waste challenges requires comprehensive approaches spanning innovation support, research, documentation of alternative models, and capacity building. By working across these dimensions, the foundation contributes to building the knowledge base, technological options, and institutional capabilities India needs for transitioning toward sustainable, equitable, circular waste management systems serving the nation’s urban future.
